Compulsory Attendance

Age 6 by April 1 for a period of eight years (O Osnovnom I Srendjem Obrazovanju 2003 Art. 16).

Legal Status

The Education Act makes primary education, not school attendance, mandatory (Art. 16) and explicitly states “parents shall be the primary educators of their children” (Art. 22).

However, homeschooling is prohibited in Bosnia and Herzegovina. Under Article 23 of the Constitution, parents have the right to ensure the education of their children and can select the type of education for their children most in line with their own convictions. But such rights are used as a caveat by the requirement that such education still ensures the exercise of the child’s right to appropriate education; limiting the parent’s right to choose between private and public schools.
