Tell Senator Takubo to Pass HB 2793 without Amendment
Dear HSLDA Members and Friends in Senator Takubo’s district:
We need you to contact your senator, Dr. Tom Takubo, who amended HB 2793 to require a parent to have a homeschool diploma. He also supported Democrat Senator Ron Stollings’ amendment that would require annual reporting to the local public school superintendent.
Senator Takubo appears to miss the irony of requiring homeschool parents who have demonstrated that they produce well-educated children be supervised by an education system that ranks 47th in the country. He also says he hasn’t heard from homeschoolers in support of HB 2793—specifically also with respect to his amendment.
We need you to contact the senator and request he support HB 2793 without amendment.
Only nine states, including West Virginia, require that a parent have a high school diploma in order to homeschool. Research shows there is no correlation between parents’ academic credentials and their children’s academic success. A requirement of a high school diploma prevents homeschooled graduates from homeschooling their own children and prevents others, such as the Amish, who stop formal schooling at 14, from homeschooling in West Virginia.
HSLDA believes that annual reporting is unnecessary. Thirty-seven states do not require homeschoolers to provide any sort of assessments to school authorities. We believe that West Virginia homeschoolers are worthy of being treated with at least the same respect as those in these other states.
The U.S. Supreme Court ruled in J.R. v. Parham that fit parents are deemed to act in the best interests of their children. If you agree with us, we need you to contact Senator Takubo immediately and urge him to support HB 2793 without amendment.

“As your constituent I am asking you to support HB 2793 without amendment. Forty-one states do not require homeschooled parents to have a high school diploma, and 37 states do not require homeschoolers to report to public school authorities. West Virginia homeschoolers deserve to be treated with at least this level of respect, especially given the research that demonstrates homeschooling produces excellent academic outcomes. Further, requiring homeschooling parents to have a diploma prevents homeschooled graduates and other, such as the Amish, from homeschooling their children. Research also shows no correlation between a parent’s academic credentials and the children’s academic success. Only nine states, including West Virginia, have this outdated policy. An annual reporting requirement is also unnecessarily burdensome for parents and superintendents. There are sufficient safeguards in law to protect against educational neglect without annual reporting. Please support HB 2793 without amendment. Thank you for your service to my family.”
