Education Committee Hears Homeschool Modernization Bill

Dear HSLDA Members and Friends:

Yesterday the Senate Education Committee debated the homeschool law modernization bill (HB 2793). Two Democratic senators, Romano and Beach, directed extensive questioning toward Heather Hutchinson, general counsel to the State Board of Education, and a representative of the American Federation of Teachers, suggesting that they wanted more oversight of homeschooling.

In his comments, and while questioning me before the committee, Senator Romano wondered if it might be possible for homeschooling parents to cheat on their assessments. He also suggested that homeschooling parents needed independent oversight such as being overseen by a school-appointed certified teacher reporting to the superintendent.

Senator Sypolt, the committee chairman, has indicated that HB 2793 will be on today’s agenda again. We encourage you to contact Education Committee members immediately, especially senators Romano and Beach, and urge them to bring HB 2793 to a favorable vote without amendment.

For HB 2793 please give Senate Education Committee members the following message in your own words. Consider sharing your own positive experiences with home education and other ideas about the bill.

“Please bring House Bill 2793 to a vote and pass it without amendment. HB 2793 modernizes West Virginia’s homeschool law, creating an appropriate balance between homeschooling parents and the government. It overwhelmingly passed the House of Delegates last week after unanimously passing the House Education Committee. Please vote for HB 2793 without amendment. Thank you for your service to the families of West Virginia.”
