House Bill 2699: Gives Impractical Definition to Term "Corporal Punishment"

This bill tries to restrict reasonable corporal punishment by creating a very restrictive legislative definition, and anything outside the very narrow definition would be considered child abuse. Under the bill's restrictions, slapping a child's hand or spanking a child with a hair brush could be considered child abuse.
