It is now a year since HSLDA reported that we cautioned Green Bay Police Chief Thomas Molitor that he and those under him must respect the constitutional rights of homeschool families to move about freely during the daytime. HSLDA contacted Chief Molitor after Captain Bill Galvin was quoted in a media report as saying, “Officers who are out in the community and see parents with young children will talk to those parents about why their kids aren’t in school.”

We are happy to report that—to the best of our knowledge—not even one homeschool parent or student has been stopped or questioned in the past year. Please continue to enjoy your constitutional right to move about.

Bear in mind, however, that Green Bay has a nighttime curfew that restricts the movement of minors age 16 and younger between 10 p.m. and 6 a.m. unless accompanied by a parent. This ordinance, 27.401(1), is similar to many other nighttime curfews around the country, so we encourage families to be familiar with it and respect it.
